Another DC Teacher Quits Voluntarily: Who's To Blame ?

A DCPS special education teacher at Maury Elementary School calls it quits. 
Lately, I have received a number of emails and text messages from teachers and colleagues about how many DC public schools teachers are voluntarily calling it quits. Teachers that I have spoken to admit that some of their reasons for leaving are due to the IMPACT evaluation which was rolled out this year without it first being piloted. Many complain of inadequate training which is provided 'on the job' while teachers must digest an instrument that is complex and misinterpreted by principals, instructional coaches, program managers and master educators (who often aren't so master). Power points to supplement IMPACT are still being developed as we speak to help further explain rubrics that are not so specific. Teachers and service providers are rated in areas in which there has been limited training. Not to mention, the fact that it will take a total of three years for teachers to be graded on all of three of the IMPACT components. Teachers are complaining in some schools that they have lost their planning periods to more grade level meetings, extra duty, more paperwork and many other demands which result in lost time to plan. As a result many of our teachers come to work as early as 6:30 or 7 a.m. and stay until 6 or 7 p.m. and continue to work into the night. Yet they are still demonized in the press by Rhee and company. Time for family, friends and social activities is virtually non-existent.
Many teachers and service providers are receiving poor performance ratings on IMPACT evaluations with scores averaging in the minimally effective and ineffective range. Even I received a low impact score of course being marked down in the attendance area due to allegedly being seen at a protest rally while I was on scheduled leave. Could it be that Rhee's plan is to rate teachers low so that she can force out a significant share of our teaching workforce through terminations, lay-offs, resignations and retirement as revealed in her five year educational plan? 
I received an email from a teacher asking me to post the resignation of yet another certified DCPS teacher. Her email states - Hello Candi, "A certified special education teacher with a masters degree resigns from Maury Elementary School due to belittling by Principal Carolyne Albert-Garvey. Maury is located at 1250 Constitution Avenue NE. 20002. The principal heavily imposed special education coordinator (SEC) duties which is a full time job by the way and gave an unjust Impact rating. SEC duties "IMPACTed" no pun intended on this special education teacher's planning and instructional time. This special education teacher had a case load of 12 special education students in testing grades 3, 4 and 5. Go Figure... Now the school is left with a brand new uncertified teacher. Thanks." Rhee's Motto: Speak No Evil

The DC Schools Insider blog features a story about DCPS lining up support for the upcoming Council annual performance oversight hearing on March 15. Turque who writes for the Insider blog wrote "Testimony at these events tends to become an open-ended infomercial for those unhappy with Chancellor Michelle A. Rhee. So Peggy O'Brien, Rhee's family and public engagement chief, is reaching out to those who have had kind words for DCPS and have asked what they can do to help." Talking points have been created by Rhee's staff as well as a plan to give those willing to testify favorably, a reminder call about 1 hour before their turn comes up on the council docket. In my open letter to Peggy O'Brien, I discuss what is wrong with this picture:

Dear Dr. O’Brien,
I am most concerned about your inappropriate effort to solicit positive testimony only from a group of parents who have previously expressed support for the Chancellor’s reforms. In your role as chief of Family and Public Engagement for a tax-payer supported agency, you have an obligation to appeal to all DCPS stakeholders to testify at the March 15th City Council hearing, not just to identified supporters. In the interest of all the DC residents your office represents,
I ask you to do the following:
*Post an announcement on the DCPS homepage about the hearing, inviting all family and parents of DCPS students to testify. Just announce it. Do not provide positive, unsubstantiated talking points as you did in your original email.
*Send an email to your original group of supporters acknowledging your error in using your public office to solicit positive views only.
Of course, I understand that your office would welcome positive testimony, given the chancellor’s recent controversial remarks about RIFd teachers hitting and have sex with children and her sliding poll numbers. Thus, I suggest you contact groups like DC School Reform Now, a non-profit organization founded by former Teach for America workers to support the Chancellor’s reform efforts. Interest groups such as this would see it as their mission to mobilize their members and provide talking points that are strictly supportive of the Chancellor. Unlike public agencies, they don’t have an obligation to serve all citizens, but only those who share their point of view.

Dear Parents and Friends of DC Public Schools,
"I've lived in this community for 40 years, raised two children here, sent them to DCPS. I know that more people than ever are feeling optimistic about DC Public Schools because I talk to parents and community members every day and they tell me so.
And for good reason. Test scores and graduation rates are up, facilities have been modernized, our teachers are more qualified, more effective, and better supported, access to technology is system wide, early education is expanding and improving, and programs to address reading and learning problems are proliferating.
I am reaching out to you because you have expressed your support of DCPS reforms at some point during the past year, either to the Chancellor or to me directly--and we are coming up to a time when expressions of support would be most helpful.
The DC Council will hold a DCPS Agency Performance Oversight Hearing on Monday, March 15, starting at 10 a.m. at the Wilson Building. These hearings are opened with public testimony. People sign up in advance, and then testify in the order in which they have done so. If you are willing to share your story at the hearing, please contact Aretha Latta at 202-724-8196, or email her at alatta@dccouncil.us to be placed on the list. Once you are on the list, we would be happy to call you an hour in advance of when you would be expected to testify if you are not able to attend the entire hearing. Just let us know if you've signed up. You can also submit written testimony if you cannot attend the hearing.
The District of Columbia deserves a more complete picture of the school reform efforts underway. Your testimony can help provide that. Thank you for considering this."

Cracking The Mystery Of Chancellor Rhee's Spreadsheet

Here is a guest column by Efavorite in which she analyzes Michelle Rhee's spreadsheet which was sent to Chairman Vincent Gray at his request. As Efavorite notes, this spreadsheet was created by Rhee after she was called on the carpet by Gray. This is an excellent analysis and a must read for everyone. Two thumbs up to Efavorite!
"Looking at the spreadsheet Chancellor Rhee provided to Chairman Gray is making me dizzy.
I can’t figure out why she would tell “Fast Company” magazine that she used the RIF as an opportunity to get rid of teachers who hit children and had sex with children, but then only RIF eight on a list of 68 “substantiated” abusers.
When I take a closer look at the spreadsheet, I see that three of the 8 RIFd teachers on the list were not even suspended for their actions, and none of them were sex offenders. Meanwhile, many others who were not RIFd did get suspended. So again, it’s a mystery why she would leave teachers in the system who got five day suspensions, while RIFing people who only got a verbal reprimand or were asked to do mediation with the principal.
To Rhee’s credit, she did RIF the only person who got a 10 day suspension, but then she oddly allowed the person who got the only nine day suspension to continue teaching. Weird. Also, another 25 people on the list left DCPS unrelated to the RIF, via termination, voluntary resignation or retirement. Still, there are 38 left whom she could’ve RIFd before cutting into some of the competent, non-abusive teachers who supposedly had to be let go for budgetary reasons.
On the surface, it looks like she is doing a very bad job of cherry picking from this list of potential RIFees. But it’s more likely that this list didn’t exist until Chairman Gray asked for it, making any relationship between it and the Chancellor’s RIFing decisions completely serendipitous.
If the Chancellor really had used the RIF to rid the system of bad apples, she would have constructed this list in advance and then fired everyone on it. She would have held a national press conference in which she announced her latest brilliant plan to “put children first” and received accolades from the adoring media for her bold, no-nonsense approach to school reform.
Obviously, that didn't occur to her. When you operate by the seat of the pants the way she does, these things happen. It’s the kind of thing really smart, but dysfunctional people do and get away with most of the time. Not this time, though. This time she’s backpedaling and painting herself into a corner and other mixed metaphors. Whatever is happening, a good manager would never do it. It’s fun to watch, I admit, but it’s tiring, and it isn’t helping children. Let’s stop it."

Could It Be Goodbye To Pope Of Hardy Middle School ?

Update: Principal Patrick Pope wrote the following email to me:
Dear Ms. Peterson,
"While I was flattered at the adjective "revered", it was with some confusion that I have read that sources state that I am planning to leave DCPS this summer. It is simply speculation and not true. Please keep up the great work of keeping us all on our toes. But if you want to check out my status as a DCPS employee, don't hesitate to contact me."

My inside sources tell me that Patrick Pope, Principal of Hardy middle school located at 1819 35th Street NW in Georgetown DC will be calling it quits this school year. If this turns out to be true, little wonder after Rhee dissed Pope when she announced on December 4 to Hardy parents that he (Pope) would end his 11 year career at Hardy and would be replaced by Dana Nerenberg, principal of Hyde-Addison elementary school in NW. Nerenberg with only 4 years experience will run both Hyde-Addison and Hardy middle schools next school year. Rhee revealed that Pope will lead a new state of the arts middle school scheduled to open next year in a centralized location. Well I guess Pope's planned departure, if true may be a sign that he is not happy about his re-assignment.
Certainly I am sure this announcement will not make either Hardy parents or students happy especially after the student body wrote more than 150 letters to Mayor Fenty as part of an English class assignment to protest Pope being replaced. Subsequently, Hardy students went to the DC City Council when their letters went unanswered by the Mayor in an act of civil disobedience and support of their desire to have their principal (Patrick Pope) remain at Hardy. Could it be that another revered DC principal will soon bite the dust ? What a way to end a career.

Battle For 'Change In WTU' Kicks Off As Told By Loose Lips

We Can Do Better

Washington City Paper writer, Mike DeBonis who features a column known as 'Loose Lips' reports this week on the Washington Teachers' Union upcoming 2010 election. Nathan Saunders', WTU General V.P's campaign for the Washington Teachers Union (WTU) top slot as union president is spotlighted in this article. DeBonis speculates in his coverage that 'yours truly' will run on Saunders' slate. While this has yet to be confirmed, DeBonis mischaracterizes me as a 'special ed. aide' and I plan to request a retraction of this inaccurate statement. Debonis credits The Washington Teacher blog as a reliable source of information, however, I disagree with his choice of adjectives used to describe the spirit and purpose of this blog. Had DeBonis taken the time to consult with me, perhaps he would not have missed the mark on my position and would have more accurately depicted The Washington Teacher blog. Be that as it may, here's 'Loose Lips' column in its entirety.

Rancor in the WTU ranks threatens to explode in upcoming election

"News flash: It’s campaign season, and there’s a big-time election coming. The fate of our city is at stake—it’s a race that stands to impact big-time issues: education reform, relations with the city workforce, ongoing financial pressures. No, LL does not speak of the mayoral race. What’s he’s talking about here is the presidency of the Washington Teachers’ Union.

An internecine battle that’s been brewing for the better part of three years is threatening to explode this spring, as WTU President George Parker runs for a third term as chief of the high-profile union. His only declared opposition thus far is Nathan Saunders, who has spent both of Parker’s terms as general vice president, a post that, in recent years, Saunders has used to assail Parkers’ leadership at near every turn.

If you thought relations between the mayor and D.C. Council are bad, they’ve got nothing on the rancor within the WTU executive ranks. As Chancellor Michelle A. Rhee has embarked on her mission to overhaul the D.C. Public Schools (DCPS) in no small part by improving the quality of teaching, Saunders has repeatedly sought to undercut Parker.....“I’m of the ilk that a union represents its members’ interest, not as a communications funnel for management’s interest,” he says by way of slamming Parker......

Teachers have been working without a contract since October 2007, and since Rhee made it plain early on that she planned to make big-time changes in contractual terms a cornerstone of her tenure, negotiations repeatedly broke down to the point that a third-party mediator—former Baltimore Mayor Kurt Schmoke—was brought in last year to seal a deal. In recent weeks, both Parker and Rhee have said that they are very close to reaching an agreement—statements that have Saunders and others wondering: What are they waiting for?........

Elizabeth Davis, a longtime WTU activist who ran unsuccessfully against Parker and Saunders back in 2004, says that without a contract in place, “It gives the impression to members that you have a chief negotiator who can’t negotiate a good deal for teachers.”

In 2008, Parker badly misread his constituency when word of a two-tier “red and green” teacher-compensation system leaked. Teachers who were willing to give up their job security—the work rules typically referred to as “tenure”—could see their pay rise by 50 percent or more, an amount unheard of in the teaching realm. But if Parker thought that teachers would jump at the chance for a massive raise, he was wrong.

In an unforgettable moment, Parker polled thousands of teachers assembled at the Washington Convention Center for an August 2008 “Welcome Back” event. With Rhee behind him on the dais, he asked teachers to raise their hands if they liked the red-and-green proposal; the teachers, with boos and hisses, made it clear that they weren’t down with the tiers, all but killing the proposal. .......

Saunders says he’s in the process of putting together a slate. He says he’s looking for “teachers that embody a certain amount of values…equality, freedom, fairness, integrity, responsibility, and security.” Rumors have it that Saunders has tapped Candi Peterson, a firebrand social worker who runs a blog, the Washington Teacher, that is a reliable source of anti-Rhee invective and rabble-rousing. Saunders declines to knock down the rumors: “I want Candi Peterson in a significant role. We haven’t come to terms on that.” .........

The mechanics of a union election don’t much resemble those of a council or mayoral race. The politicking is done mostly via mailers and signs posted in teacher lounges. Candidates can make the rounds to the 140-plus DCPS facilities, but pressing flesh with time-strapped teachers can be a tall order........Saunders says he hopes to have a victory wrapped up as early as possible—hopefully before too late in the summer, because he has other ambitions. “I want the WTU to play a significant role in the mayoral election,” he says. “By prolonging this into September, we aren’t a factor in the Fenty election, and if we aren’t a factor, then we’re guaranteed Rhee again.” .........

No WTU Executive Board Meeting For You- Again !

While the Washington Teachers' Union (WTU) office was opened Friday for business- no WTU Executive Board meeting was scheduled this second Saturday of the month as required. Not only was a meeting not scheduled by President George Parker- there was 'NO NOTICE ' of our regularly scheduled meeting this time, not even a notice that there would be a cancellation. I checked with three other WTU Exec. Board members to see if I had missed something. Well other executive board members have not heard nary a word either.
Do I detect a pattern here or what ? So it seems that under the helm of WTU Prez' George Parker we have once again failed to hold another monthly executive board meeting. Who pray tell is conducting the business of our teachers' union ? Certainly it is not our elected membership.
Here is a list of seven in total of the WTU Executive Board meetings and Representative Assembly meetings that have been cancelled recently by President George Parker :

No Professional Development Day For You- DC Teachers !

How did your professional development day shape up ?

No Child Left Behind's (NCLB) emphasis on accountability and demands for a high quality teacher in every classroom has spawned an industry of professional development opportunities. Although DC schools had been closed most of this week due to unprecedented snow accumulations - this Friday school opened on time @ 8 a.m. (unlike the Feds) only to teachers, service providers and administrative staff for what was scheduled to be a full day of professional development. Chancellor Rhee confirmed the importance of this day in a written email in which she stated: "Because we have such a limited number of these days, and because the worst of the weather has passed, I have decided to move forward with the scheduled activities tomorrow." The agenda in many schools included more on the job training on the IMPACT evaluation (the new teacher evaluation) in which many teachers have complained that training has been wholly inadequate so far.

DCPS teachers and related service providers including myself received an email yesterday evening alerting them that all off-site professional development sessions in DC public schools were cancelled due to inclement weather. We were told to report to our school site. A copy of this announcement was also posted on the DCPS website on February 12.

DC Teacher Chic tweeted earlier today: "Neither the principal, the vice principal, nor the instructional coach is here. Who is running this so-called professional development? " So far I have heard two reports of how city-wide professional development day went for most- one that half of the teachers showed up and professional development was called off and another that half of the teachers showed up and professional development started at 10 and ended at noon. Some teachers were advised by school administrators that they could do whatever they wanted to do with the remainder of the afternoon including go back home.

DC Public Schools closed Thursday, Feb. 11, 2010.
DC Public Schools closed Wednesday, Feb. 10, 2010. At this time, administrative offices will open on time. However, administrative employees should continue to check the DCPS website and email for additional updates as the weather progresses this evening and during the early morning hours.

DC Schools Open Monday ?

Rhonda Roads said it best in 'the mail', an on-line magazine publication by Gary Imhoff about Chancellor Rhee's decision to initially open DC schools on a 2-hour delay. After many parents complained to the Mayor and TV news stations did this administration decide to reverse their decision later. Here's what Roads sent to Chancellor Rhee:


"An E-mail to Chancellor Michelle Rhee: Are you f---ing crazy? Totally out of touch with the world? No Metro bus service. Feds closed. Universities and charters closed. Most sidewalks are not clear and most residential side streets are not plowed. Children will have to walk in the streets.

Are you even in town, or out in Sacramento? Another example of your poor leadership. Please resign."

Updated: DCPS Principal Reyes Gets Replaced At Spingarn Senior High

UPDATED: Wash. Post writer Bill Turque Confirms The Wash. Teacher's blog story: (click on link) "DCPS has confirmed Candi Peterson's weekend report in The Washington Teacher that Spingarn High School principal Blanca Reyes was replaced on Friday. No word yet on who will replace Washington. Lloyd Bryant will be the new assistant principal."

UPDATE ON SPINGARN'S TERMINATIONS













Gary Washington- Principal replacement at Spingarn Senior High School
So it seems that there is another new principal at Spingarn Senior High school which is located at 2500 Benning Road NE, Washington, DC 20001. All I know is that according to informants Spingarn's principal and assistant principal were terminated by Rhee and company this week. The administrative assistant, Ms. Gaither is now missing in action from the school. Inside sources are unclear if Ms. Gaither (pictured right) was fired or reassigned to the DCPS central office.
Insiders report that under the helm of new leader Principal Reyes the school was chaotic and she (Reyes) was frequently out of sight and in her office. Reyes is alleged to have had great difficulty in managing the school as well as had problems relating to the Spingarn staff and student body. Some report that Reyes' thick accent often made it difficult for students and staff to understand what she was saying.
It is reported that Gary Washington, formerly the principal of Choice Academy located at 1401 Brentwood Parkway, NE (202-673-8123) has been reassigned to take over Spingarn SHS. Blanca Reyes (pictured left) was the principal of Spingarn SHS. Morrall Thompson (pictured center) was the Assistant Principal and was reported to have been let go.
Confused yet by this game of musical chairs when it comes to replacing DCPS administrators. Well that's to be expected especially given that Rhee changes DC principals quite frequently.
Here's what folks are saying:
" Yes, Gary Washington will be the new principal at Spingarn High School. He didn't have any choice. Gary must take control and proceed on Monday with the staff, students and parents to gain order. Unfortunately, I didn't see any information about the ex-principal of Spingarn in the Washington Post. Rhee's new leader, Blanca Reyes from Spingarn High School was forced to leave Friday afternoon. Most likely former Principal Reyes will pop up somewhere else in DCPS like Noah Wepman, former CFO who is still working for DCPS on the ninth floor. These folks really don't get fired, they are hidden and protected. Rhee has failed again with another 'New Leader' who is clueless on how to manage an urban high school."

No WTU Executive Board Meeting For You !

No WTU Representative Assembly Meeting For You !
On Tuesday, January 26- Washington Teachers' Union (WTU) Building Representatives went to a WTU representative assembly meeting only to find that our union meeting had been cancelled on several hours notice by WTU President George Parker. With gas at almost $3.00 per gallon- McKinley Senior High School is a long way to commute only to find out that a meeting has been cancelled. Fran Robertson, WTU Building Representative for Leckie Elementary school said "I made the long hike to McKinley only to find no one there." Here's why the union meeting was cancelled:
Dear Members,
"The Representative Assembly Meeting will be postponed today due to unforeseen circumstances.We do apologize for this abrupt notice, and will keep you informed for the next meeting."
In addition, Thursday's (January 28) WTU Executive Board meeting has been cancelled again by WTU President George Parker during these critical times. I shudder to think who is conducting the business of our union. Certainly it is not the WTU representative assembly members nor is it our WTU Executive Board. Unfortunately, while DC's teachers are dealing with unfair IMPACT evaluations, defamation of character and slanderous comments by Chancellor Rhee- our union president is asleep at the wheel. Well here's the reasons why our union meetings have been cancelled by WTU Prez ' Parker again this month:
"We regret to inform you that due to President Parker’s out of town travel commitment, the WTU Executive Board meeting scheduled for 5:30 p.m., Thursday, January 28, 2010, has been postponed. The board meeting will be rescheduled and you will be promptly notified about the new meeting date. We apologize for any inconvenience that this may present. Thank you."

"After strongly implying that the reason that she fired 266 teachers was that they were sexual perverts, sadists towards children, and never came to work, Rhee has once again put a “spin” on her comments. As you have probably read elsewhere, Rhee told a “Fast Company” reporter, “I got rid of teachers who had hit children, who had had sex with children, who had missed 78 days of school. Why wouldn’t we take those things into consideration?”

In a letter to the City Council Rhee has backtracked somewhat, saying that there was exactly ONE teacher out of the 266 who had been charged with sexual misconduct; but that teacher’s case has not been brought to a conclusion one way or the other. She also said that there were a total of SIX teachers who had at one time or another served suspensions for corporal punishment. Out of two hundred and sixty-six. And TWO who were accused of having had absences without leave. Let’s see: 1 + 6 + 2 = 9, I think. (Did I get that right?) And 9 out of 266 is a little more than 3 percent.

(Keep in mind that teachers can be, and often ARE, accused of corporal punishment or sexual misconduct without any basis in fact. I have seen it happen at my school. Also keep in mind that apparently neither the sexual misconduct case, nor the abuse of leave cases, had been brought to a conclusion. I don’t know any of the facts in any of the cases, and I don’t presume anything, one way or another.)

It is really shameful of Rhee to tar all of the staff that she illegitimately fired with such a nasty brush. But it’s so typical of her; like Ronald Reagan, she is utterly convinced of the rightfulness of her cause, and she seldom lets facts get in the way of her just-so stories.

By one account, in the same letter, Rhee apparently peddled the big lie that she can never fire anybody for misconduct like the cases she alleges, because of the big bad old union contract. That is a flat-out lie. What having the union does is much like the promise behind the Bill of Rights and the theory behind American jurisprudence: accusations need to be substantiated, one is presumed innocent until proven guilty, and anybody charged needs to be accorded due process in one way or another. Can a teacher or other school staff member get fired for actual, proven sexual misconduct with a student, or for a gross instance of proven corporal punishment? Absolutely! In fact, I can’t think of an easier way for a teacher to lose his/her job.

What Rhee is really complaining about is that she doesn’t think that teachers or other school staff know anything, are pretty much all evil malingerers, and don’t deserve any rights whatsoever. Unless they have clearly hitched their wagon to hers. (I bet you get the allusion!)

There used to be a word for people who believe that workers inherently have no rights to collective bargaining, nor to due process when accused of anything. This sort of person also believes that the true Leaders are better than anybody else, and deserve to be followed no matter what. Their present-day counterparts pull out all the stops to stop any attempt at union organizing in any US factory; believe that anybody accused of ‘terrorism’ should be tortured and held indefinitely without any charges, a trial, or the right to confront their accusers. Their educational counterparts – in my opinion – would like to boil down the educational process to little more than getting a certain number of answers right on multiple-choice tests in only two subjects, and believe that teachers are not to be trusted to come up with interesting or inspiring lesson plans.

Back in the 20th century, such people were quite proud to call themselves Fascists. Although they label themselves differently today, I don’t see a whole lot of difference. And I don’t think we need to stand for it."

Rhee's Slanderous Statements Of Teachers Leads DC Council To Seek Hearings

On January 27, 2010 DC Council member Marion Barry and other council members held a press conference at 2:30 p.m. to call upon Chairman Gray to conduct a hearing immediately into Chancellor Rhee’s claims against fired DCPS teachers, to express outrage over Chancellor Rhee’s recent comments e.g. “had sex with children” hit them or had unapproved excessive absences and to demand that Chancellor Rhee comes forth with names and actions taken against alleged abusers. Stay tuned as this story continues to unfold.

Chasing Down Chancellor Michelle Rhee Tonight on Channel 4 News

This just in. NBC Channel 4 is hunting down Chancellor Michelle Rhee to get her statement about the remarks that she made about DC teachers molesting students, abusing students and abusing their leave. Please check them out tonight on channel 4 @ 5 and 6 pm.

DC Schools chancellor Michelle Rhee still hasn't explained her comments to a magazine that some of the teachers fired last October sexually abused students. The teachers union wants to know more about this ... and lots of parents do, too. We're chasing this story down tonight on News 4 at 5 and 6.

Does Michelle Rhee Deserve To Be Named Person Of The Year ?

I received this email alert today which is worth reading and was also posted on The WaPo online site by Efavorite. (click on Efavorite to see the comment). The suggestion that Chancellor Michelle Rhee should even be considered for Person of the year is unbelievable in light of her recent statements to Fast Company magazine in which she stated that she fired DC's laid off teachers because they had sex with students, abused students as well as their leave. Check out this video which appeared on channel 5 news on Friday at 6 pm and 10 pm about Rhee's comments.

ALERT: "In today’s print edition of the Post on page B2 (Outlook) there is a big paid advertisement from the Federal City Council that starts out saying, "Michelle Rhee deserves to be named DC Person of the Year.” It goes on to list all the usual lies (Baltimore miracle, DCs academic achievement attributed to her, etc.). It’s signed by Frank Keating, President of the organization and former Republican governor of Oklahoma. The piece doesn’t come up on the Post website, I suppose because it is an advertisement and not an article. I also couldn’t find the ad poking around a bit on the Federal City Council website, but perhaps others here could take a stab at it @ http://www.federalcitycouncil.org/
Also, check out the “contact us” link for emails of people to write to in protest of the ad. I’d say this ad is total damage control in preparation for the next big FACTUAL article on the latest mess Rhee has made. It looks like a Post editorial, but isn’t, really, so it appears that even the ed board is laying low on this one for now, using a paid ad to stand in for its usual fawning defense of Rhee. The ad is also misleading in that it suggests Rhee is being nominated for an honor, when it’s actually just a paid ad trying to embed that idea in readers’ minds." Signed --- Efavorite
I know the thought of this makes me sick to my stomach. Excuse me while I regurgitate. You tell me in your own words does Chancellor Michelle Rhee deserve to be named Person of the year ? Should we take actions to protest this action ?

Is Chancellor Michelle Rhee Fit For Duty ?

As many of you may not know Mike Debonis, writer for the Washington City Paper tipped us off in his Thursday 'Loose Lips' column about Chancellor Michelle Rhee's quote on RIF'ed teachers which appeared in Fast Company magazine. I read Loose Lips weekly because Mike is a good source for local news here in Washington, DC. He often quotes The Washington Teacher education blog and gives updates on the happenings in education rhee-form. Thanks to Mike's heads-up- this story about the ongoing disrespect of DC teachers is making its rounds on nationwide blogs, channel 4 news, Fox 5 news (on Friday and Saturday), channel 7 and channel 9 news, and The Washington Post. This story aired again tonight at 6 pm and at 10 pm on channel 5 news.

Michelle Rhee: "[They] Hit Children...Had Sex With Children..." Updated

The Washington Teacher, who you should bookmark, is worried Michelle Rhee might be insane. She points us to Jeff Chu at Fast Company as evidence:
Eighteen months after we profiled Washington, D.C., schools chancellor Michelle Rhee ("The Iron Chancellor," September 2008), she still hasn't won union approval of a new contract. After the October layoffs of 266 teachers and staff, the union claimed Rhee used a budget crunch as a pretext for dismissing veteran teachers, since seniority rules don't cover cuts for fiscal reasons. "I got rid of teachers who had hit children, who had had sex with children, who had missed 78 days of school," Rhee says. "Why wouldn't we take those things into consideration?" The release of 2009 test scores was good news for Rhee: Only D.C. and four states showed gains in math for fourth and eighth graders. "We're not good yet," she says, "but I'm seeing the quality of instruction improving."
So, that's Rhee's claim. Hard to believe.

If you go to the article link you can read some comments. One, by someone who claims to be a psychologist, is very worried about Ms. Rhee's mental state. I think there are a few of us who are worried!

Schools Chancellor Michelle A. Rhee told a national business magazine that some of the 266 teachers laid off in October's budget reductions had sex with children or had hit them, a claim immediately and angrily challenged Friday by leaders of the Washington Teachers Union.

Rhee's comments appear in the February issue of Fast Company, a magazine aimed at young entrepreneurs and change-minded corporate executives. In a brief item, Rhee addressed the union allegation that she contrived the budget crunch to circumvent seniority rules and rid the system of older teachers.

"I got rid of teachers who had hit children, who had had sex with children, who had missed 78 days of school. Why wouldn't we take those things into consideration?" she said.

Rhee declined to provide specific numbers Friday or details to substantiate her remarks about sexual misconduct and teachers striking students. Neither did she respond when asked by e-mail why such teachers were allowed to remain in the school system before the Oct. 2 job cuts. D.C. police spokeswoman Gwendolyn Crump said late Friday that she was researching the matter.

"I cannot comment at this time," she said.

George Parker, president of the teachers union, called Rhee's statements "reckless" and without basis in fact. The union usually receives notice from the District when a teacher faces disciplinary action, Parker said, and he has received no information that any of the 266 had been under investigation for sexual offenses against children. One of the 266 faced action for administering corporal punishment, he said.

"This paints all teachers as being a group of child molesters who assault children and don't come to work," Parker said. "It damages the reputation of a lot of innocent, hardworking, dedicated teachers."

Rhee said she had made similar statements in other venues, including her October 29 appearance before the D.C. Council. Rhee's sworn testimony then did not mention teachers having sex with students. When council member Michael A. Brown (I-At Large) asked whether she would fight any attempt to reinstate the 266 teachers, Rhee said she would.

"There were some promising or effective people who were [laid off], but there were also some people who, quite frankly, if you saw what was in their file and what their situations have been in this city, you would be shocked," Rhee said. "Just to give a little sampling of this, six of the [laid off] employees had served suspensions for corporal punishment. One was suspended four times, three times for being AWOL."

As Brown attempted to cut her off, she added: "For you to say, 'Would I fight all 266 people coming back into the system,' I would, because a number of these people are not people that you or I would want to put in their classroom."
Word of Rhee's comments to Fast Company rippled through the teaching ranks, with some expressing outrage.

The union's general vice president, Nathan Saunders, said Rhee owes the city's teacher corps an apology. "The statements are not only an affront to every single teacher that was [laid off] but every single teacher currently employed in D.C. public schools," Saunders said. "It's irresponsible, and she needs to be taken to task for it."

Other union activists said they were especially offended by Rhee's remarks, in light of the recent investigation into allegations of sexual misconduct by her fiancé, Sacramento Mayor Kevin Johnson.

Before Johnson's 2008 election, the inspector general for the federal Corporation for National and Community Service filed a criminal referral with the U.S. attorney in Sacramento about Johnson. It included allegations that Johnson had inappropriately touched a minor girl and climbed into bed with a teenager who worked for the charter school he founded. The school received funding from Americorps, which is part of the community service corporation.
Johnson was not charged.

"I'm ready to recommend that Chancellor Rhee submit for a fitness for duty examination because these are the rants of either a mad or very confused woman," Candi Peterson, a teacher and member of the union's board of trustees, said on the Washington Teacher blog.
"This seems to me to be among the most egregious abuses of power I have ever seen. Michelle Rhee is claiming, with NO support/proof that she fired teachers not for the reasons given at the time, but because, now, with no substantiation, she has decided to say that these teachers did horrible things to kids--with no proof (well, there is the one case of corporal punishment, but to paint the entire group with this broad brush is wrong, and maybe criminal)! And if it turns out there is proof of abuse of students by teachers, why were they not fired for it, or at minimum placed on paid administrative leave while it was investigated? Who has the responsibility to see that every student has a safe learning environment? Guess who...The Chancellor (they really need to change that to Superintendent)!

The little people, like you and me, need to speak up and expose these abuses by the powerful. We need to do it more, and with real, paper/envelope letters. Blogs are great (especially Candi's and this one) but we can't really do anything except preach to the choir. I am in California but what happens in DC is illustrative of what is happening nation wide."

Rhee Says RIF'ed Teachers Abused And Molested Students

Rhee-Gate..... the plot thickens
In Fast Company's February magazine issue, Chancellor Rhee is quoted as saying that DC teachers were laid off because they hit children, had sex with children and missed 78 days of work. I am starting to get a 'brain cramp' from all of Rhee's variations of the truth about the real reason why DC teachers were laid off on November 2, 2009.
Hmmmm it looks like to me that Rhee is having one too many bi-polar moments and seems unable to keep up with what she previously reported on TV news stations, in print media as well as before the DC City Council under oath. If we are to believe the latest on what Rhee reports in Fast Company's February issue, then we have to ask ourselves is Rhee suggesting that 266 teachers are guilty of deviant acts such as child abuse , child molestation (like Kevin Johnson was alleged at St. Hope) and employees who abuse their sick leave ? Don't you find it a bit odd that we are just hearing about this, three months after teacher layoffs in November 2009. I don't know about you but I'm ready to recommend that Chancellor Rhee submit for a fitness for duty examination because these are the rants of either a 'mad or very confused woman.' The Washington Teachers' Union Can Do Better ! Nathan Saunders Runs For WTU President 2010

Last Saturday, 120 people gathered together at the invitation of Washington Teachers' Union (WTU) General Vice President Nathan A. Saunders to celebrate his graduation from the National Labor College in Baltimore, Maryland. What was significant about this event was that Nathan announced that he would run for the WTU President seat when elections are held in May 2010. With a campaign slogan of "We Can Do Better," Nathan shared his vision of building an organizing union that is proactive and embraces members ideas, encourages the participation of teachers, parents and community working collectively to improve teaching and learning conditions.
The gathering included not only community members, parents, and teachers/school personnel many of whom remarked throughout the night that there were excited and interested in working collaboratively to fight for meaningful education reform that doesn't exclude critical stakeholders. Nathan's speech focused on the obvious that teachers have not had a contract for three years and many of our members have lost their jobs in part due to our union's being reactive to Chancellor Rhee's education plan which seeks to terminate a significant share of the teaching force. In a recent press release, Nathan A. Saunders stated "Teachers are more besieged today than ever," The collective bargaining agreement is expired by three years, working conditions have deteriorated, and teachers are working harder for less money under greater pressure."
Nathan's announcement for WTU President 2010 was covered by Washington Post writer Bill Turque on the DC Wire blog in which he wrote "Saunders' candidacy raises at least the possibility that if Chancellor Michelle A. Rhee fails to secure a new contract with the WTU before spring, she could be dealing with a union president who qualifies as her worst nightmare. " After all many remarked at the recent campaign gathering that we are at war in this city as teachers and other city workers are in a fight to save their jobs. Turque's quote got me to thinking that teachers are desperately in need of a union president who will stand up to Rhee and be willing to fight.
On this blog I often read your comments about how you are sick and tired of our teachers' union current state of apathy and unwillingness to lead us in the fight of our lives. As we sit and watch as DC teachers and school personnel continue to be unjustly terminated and laid-off, imagine a future with even more terminations with an IMPACT evaluation that is unfair- I know We Can Do Better. As Nathan's campaign website states We Must Do Better ! As I often state for everything there is a season. It is the season for all of us to gather stones because it is time to fight.
