DC commissioned a study of our public schools by a Chicago organization called IFF, that was funded by private money from the Walton Foundation (Walmart).
The study ranks all schools into 4 Tiers by Test scores (Tier 1 being the highest performing and Tier 4 being the lowest performing). The study recommends that all Tier 4 and some Tier 3 schools be Closed or undergo a Turnaround

Whats wrong with ranking school performance? What was the measure with which they measured the schools performance upon? I am in agreement with evaluating a schools level of success by the end result of a childs success within a given school. If the school is not successful the school must take responsibilty for the end result, the quality of the childrens education by being willing to change what they can change and go after what is attainable. Then if the school fails to be successful, remove leadership. The school and or schools will only go as far as there lead... so one must remove the leadship and grow from within.
What's wrong with this - is that the schools were only rated on one measure of their DC-CAS scores and not multiple measures which would make the study invalid. IFF never set foot in any DC public schools and never talked to parents, staff or looked at the gains schools have made. There's a lot wrong with this study conducted by a company that has strong ties to charter schools and provides funding for capitol investments to charters. It's called a conflict of interest.
