RIF Memo Sent To DC Principals By Rhee Administration

On September 18, Jesus Aguirre of the Chancellor's office sent a 17 page memo with attachments to DC principals about the reduction in force guidelines as established by the Rhee administration. Here is a first look see at the memo in its entirety.

First impressions -- an enormous amount of time is required for principals and central office staff to carry out this RIF, if done according to these guidelines, and principals couldn’t possibly know enough about new hires to rate them according to such detailed criteria

OMG, Candi, you have really outdone yourself this time. This RIF manual is really amazing and it's even more amazing how you got a copy for all of us to see. Good luck to all the teacher readers out there in the schools, worried that you may get the ax in this so very unfair RIF. Thanks again to Candi.

This is unbelievable. Where is the WTU. Most of the principals do not know their employees (new and old). Another bit of info, it appears that Instructional Coordinators will be used to evaluate teachers due to the shortage of the so-called master teachers. They will be sent out to other schools so teachers will not know they are not master teachers. BEWARE!!!

Interesting that the examples provided uses a brand new teacher for the exceptional example. How predictable!

How do principals know what professional development programs teachers participated in over the summer? My principal has no idea what most of the staff did this summer.Besides, the examples they provided were a bit over the top. Earning a law degree???? Come on!

I'm not surprised about instructional coaches being sent out as so-called master teachers to conduct teacher evaluations, which they now call teacher assessments under this dreaded IMPACT. In my area of certification, there are supposed to be 2 master teachers. They've only hired one. So there are around 200-300 teachers this master teacher would have to observe, twice. Would they do 4 a day, running to schools, 2 in the AM and 2 in the PM? Everyone is dreading this, looking at the door to see who may be coming in to ruin our careers. IMPACT is so punitive, provided we survive the RIF.

"principals couldn’t possibly know enough about new hires to rate them according to such detailed criteria"My first impression was that new hires have an advantage if another employee got an unsatisfactory rating last year. With such a rating, that person will automatically be RIF'd and the new hires don't even have to go through the competitive levels process.

I am a new hire and my subject matter is clearly over the head of the principal and assistant principals. I don't think any of them have any training in the sciences and have a tendency to refer to science as "engagement". If I am RIFFED it will be because of those stupid unit boards and the fact that I have two SEVERELY disturbed kids who should not be in a regular class.....I haven't sent them to the office these kids walk out on a daily basis and I have to call security. They usually start yelling at the top of their lungs profanity on the way to class..

Extra points for the "employee who completed a law degree to IMPROVE his ability to teach government and drew on the experience of law school to conduct lessons." Ummm, if I go to law school right now I think I wouldn't stay in teaching. Just me, maybe, but after paying all that money for such a degree I would want to be able to pay back the students loans.Cmon, who do we think that one is aimed at? Really.

Rhee's Model School Shaw TKO'd By Non-Contender Sousa : Is It True ?

This deserves front page billing. Many of you asked in response to an anonymous post on The Washington Teacher whether Sousa middle school TKO'd Shaw middle school on the 2009 DC-CAS scores. ( I did a story on Sousa on June 23 titled: Chancellor Terminator Rhee Fires 8 DC Teachers At Sousa Middle School).

Well now, wouldn't it be funny if Sousa MS out ranked Shaw MS on their standardized tests ? Wasn't Shaw MS the 'pride and joy' model school of Chancellor Rhee ? Isn't Sousa MS the school where 8 DC teachers were terminated by the Rhee administration ? Wouldn't it be a travesty if we learned that Rhee acted too hastily and signed off on teacher terminations at Sousa MS before checking test results ?

I guess we all have to wait and see until the official school by school standardized test results are posted on OSSE's website. It is my understanding that principals already have this information. Suffice it to say for now, here's the low-down as reported by Anonymous:

"I came back to give ya'll the overall numbers for Shaw and Sousa so you can see I am being truthful. Shaw's reading scores for those who passed in 2008 was 38.52% this year those reading scores dropped to 29.65% The reading scores for Sousa in 2008 was 22.84% and in 2009 they went up to 39.42% The math scores for Shaw in 2008 was 33.33% in 2009, they went down to 29.46% The math scores for Sousa in 2008 was 16.75% and they went up in 2009 to 41.83%. Now none of these scores are worthy of bragging rights but this gives those on the outside of the system cold hard facts not propaganda. If you have any request for other schools let me know. The general public will be able to see these scores July 28th. " Signed Anonymous

Pushed Out: Rhee's Gentrification of DC Schools

Here's to you Dr. Elliott & Luke C. Moore students, parents and staff !

In the words of a fellow education blogger known as NYC Educator: "So.... if Ms. Rhee has no qualms about misleading the tax payers, what reason do we have to suppose she'd look after our children? Because make no mistake Ms. Rhee wants the right to fire working people with no due process whatsoever. Don't enough people get fired in this country? Shouldn't we be aiming for fewer, rather than more Americans losing jobs for no reason? And shouldn't our children have rights based on something more secure than the changing whims of Michelle Rhee?"

Another great principal has been fired in the Michelle ‘Terminator’ Rhee’s saga of slash and burn school reform. Chancellor Rhee decided not to renew the contract of Dr. Reginald B. Elliott, principal of Luke C. Moore Academy, which is an alternative high school and formally known as the DC Street Academy. Rhee’s decision was made subsequent to Dr. Elliott receiving the Middle States National Accreditation for Colleges and High Schools in May 2009. Dr. Elliott’s last day was June 30. Gone also is the school’s vice principal, Gloria Tisdale. Many argue that the elimination of Ms.Tisdale from her position was just another indiscriminate termination by Chancellor Rhee.

Saved for now is Luke C. Moore Academy which is a historic building. The school boasts a newly modernized and renovated addition and global classrooms on a desirable campus near the Brookland metro thanks to the personal fundraising efforts by Dr. Eliott of over half a million dollars. Moore Academy parents complain that Rhee has revealed that she has plans to make this alternative high school into a ‘model school.’ What worries most of them is that if Rhee has her way the school may give many of its current students the boot in exchange for a more affluent student body. Luke C. Moore Academy students for the most part have been kicked out of regular DC public high schools due to a host of reasons and prior to entering the school; many have been described as students on the fringe of society.

Parents, students, as well as community residents have demanded that Rhee explain why their highly regarded principal was fired, to no avail. Despite their well-intended writing campaigns, they have yet to be provided with an acceptable answer or face-to-face meeting with Chancellor Rhee. Efforts to lobby the DC City Council resulted in some discussion about placing the school under the administration of UDC where it once was in an effort to save Dr. Elliott’s position. Luke C. Moore students set up a special meeting with Chancellor Rhee and went to appeal to her face to face in order to save the job of Dr. Reginald Elliott. As sophomore, Timothy Hill said in a recent July gathering of concerned residents “I got the feeling that while we talked, she (Rhee) wasn’t even listening to us. ”

It is important to note that Dr. Reginald Elliott has worked tirelessly for 30 years in DC Schools. In 2001, the National Association of Secondary School Principals awarded Dr. Elliott, Principal of the year. The school is now named after the honorable late Judge Luke C. Moore. The school’s executive board includes superior court judges and local ministers. WUSA news anchor J.C. Hayward works closely with J.C.'s Friends at the school. Principal Elliott established a wealth of community partnerships with companies like Xerox Corporation, the U.S. Marshall's program and many others. He created paid internships for his students and sponsored trips to China, Egypt, and Costa Rica. This summer another sponsored trip is planned for students to visit Zambia.

When asked what the reasons were for his termination, Dr. Elliott explained that Rhee had compared Moore Academy to Banneker Senior High School. According to Elliott, Moores’ attendance rates did not measure up with Banneker, a premier DC school where students are selected to attend based on their GPA’s and other selective criteria. Dr. Elliott also revealed that Rhee stated that his school lacked academic rigor despite the schools’ recent national accreditation by the Middle States Association in 2009. Elliott indicated that the Rhee administration seemed unfamiliar with middle states accreditation and was not phased that Moore is one of four DC public high schools to receive this distinction. Further, a recent press release from the Ward 5 Council on Education confirms that Moores' students met or exceeded mandated academic targets for years 2001-2008 despite information listed on the OSSE - NCLB website.

I am sure a Rhee spokesperson will soon report that personnel laws prevent the city from discussing specifics in regards to Elliott’s recent dismissal, blah blah, blah. Certainly, Rhee’s actions are not in the best interest of Luke C. Moore academy students and their citywide parents. More DC Principals Will Get The Ax

In a DC Wire article yesterday written by Bill Turque, it is reported that under Rhee's helm (17 months and counting ) , one third of the DC principal corps have either been fired, resigned or retired. Three principals have been replaced already this school year by Rhee. The Wire reports that Rhee's draft "action plan, which will be presented before the city council today, "says that while there has been improvement, "DCPS still lacks a critical mass of leaders with instructional expertise and/or a proven track record of success in turning around low-performing schools."

"The plan calls for intensifying what had already been touted by Rhee as a vigorous national recruiting effort. The goal is to provide seven "high-quality principal candidates" for every future vacancy and three qualified prospects "pre-approved by the Chancellor before they even meet with the school community panels that screen potential principals. Rhee also wants to open a "School Leadership Academy" that will nurture new principals and develop administrators with the potential to become school leaders."

It seems that many who have posted comments on the DC Wire question Rhee's management acumen (or lack thereof) . Here's what they are saying:

"Rhee is quite delusional if she thinks she's going to attract "top-shelf" principal candidates to the current low-morale school system. A coach is only as good as his/her team. She has to build from the bottom up (i.e., support for teachers, training, etc.). It doesn't help that she espouses a leadership style where "collaboration and cooperation" are overrated."

"If only such rigorous rules were in place before Mayor Fenty basically appointed Rhee as Chancellor. Has any team or organization ever done markedly better after a midstream firing? So far, that is about all Rhee seems to be able to do. Can someone tell me what she and Fenty do between the end of June and early September? Do they actually vet their administrative hires? So far the strategy it seems to be "Fire, ready...set...aim!" And one more point. Fenty is trying to get Obama to take a look at DC Public Schools. Did you know that Fenty sends his kids to a private school? I did not vote for Obama to Chair the DC School Board. Fenty should have to fix this mess himself."

"Finally - someone is taking action to bring the District teaching corp into the 21st century! People defending the current system should be ashamed of themselves; every day they spend arguing that we need to protect the rights of the people who aren't qualified to educate our children is another day that those children are falling behind the rest of the country and the world. If people want to protect the good teachers (which they should), they need to come up with a radical idea to get rid of the bad ones...now."

"If there were any doubts before, there should be great clarity that DCPS is "stuck on stupid" Principals whose school were making AYP were not re-appointed. Now the new army of believers that were hired are getting fired by the month. The best in terms of experience were let go and the new inexperienced NLNS are getting fired. Who is left? Who wants to re-locate to DC? Seven candidates for every one vacancy? Who are we kidding? This is coming from a person who is clueless when it comes to knowing what administrators do on a daily basis. She taught for three years, has never been a school administrator and was a poor manager when she was at ST. Hope. Read the articles on the turn-over. Principals and teachers left due to the bullying tactics of Rhee and Kevin Johnson. She just doesn't have the skills needed to run a school system."

"I hope the new principals get a big fat signing bonus like Rhee got before they commit to working in a DC school. A housing allowance might be nice too. Unless they come from Manhattan, San Francisco or Boston, they might be discouraged by the high housing prices, knowing they could get fired at the drop of a hat - especially if one of their disgruntled teachers goes to the press with a problem principals are afraid to report because it might make them look as if they can't control an uncontrollable school. I hope the prospective principals do a little googling and read some recent Washington Post articles to get a real feel for the problems here. If they just listen to Rhee and the national press, they'll erroneously think they're walking into a grand educational opportunity - A chance to shine and make their reputation. I hope they talk to some current principals who are candid enough to acknowledge their regret for falling that false promise."

"To be perfectly blunt Rhee must really be possessed by the desire to fire people because that's all she seems to do. It is a shame!!"

"No one really knows how hard it is for DCPS but the people who work in the schools. Rhee has done nothing but destroy our schools with her poor management skills. DC council members were right when they questioned her a few weeks ago and told her how non effective she is at running our school system. Well what do we expect since she got her "power" from our mayor. (who by the way has too much power). The city council better step up and oversee what is going on. What we do today is effecting our youth tomorrow. Rhee and Fenty's goals are to rid our city of public schools and increase charter schools. Wake up DC residents. Rhee did an awful job in NY and now she's doing the same here in DC. These new teachers don't plan to stay and have no vested interest in our children and their future. HUMMM, I wonder if Rhee has a vested interest?"

"At Shepherd, we had a panel of principal candidates presented last spring. One parent rep on the panel described the candidate pool as "shallow." A major problem with the process at Shepherd occurred because we had been repeatedly told by several DCPS officials that every panel received its first or second choice candidate, and the schools were always very happy. In this case, because the candidate pool was so shallow, the same candidates were sent to multiple schools. Two of the current DCPS employees were ranked first and second by our panel. These same individuals were each ranked high by at least one other school. Rhee then gave the panelists the choice of which school assignment they preferred (a logical way to resolve the assignment). She told Shepherd this in October, after she had appointed a lower ranked candidate. No one knew why when the appointment was made in June. So, if last year's candidates are any measure of who Rhee is able to attract, she attracts about 1.25 candidates for each open position (4 of the 5 panelists received appointments), all candidates live locally, most are internal to DCPS, and few if any have prior experience at the job they are applying for.

By the way, in October, the next principal that Rhee appointed to Shepherd after firing the one that she had just appointed in July, also does not have prior experience as an elementary school principal. And this newest principal announced at last night's PTA meeting that she'll be out for 3 to 4 weeks in March/April on maternity leave. So for Shepherd, the final count is 4 principals and interims in the 2007-08 school year, and at least 2 principals and 1 interim in 2008-09 (it's still early in the year for us). I think the mainstream press that believes Rhee when she says folks are coming from all over the country to work for her needs to do a little more fact checking." Posted by The Washington Teacher.
