Inspector General Investigates DCPS High School for Grade Tampering

I received an email which indicates that the Office of the Inspector General School is investigating allegations that a DC public high school administrative team fixed grades so that students could graduate. ( I have removed the name of the school for purposes of this story). The grade-fixing allegations were made this month by teachers at the high school in question. I think this email from a DC insider is very telling and worth sharing. Some employees feel they have to resort to 'cooking the books' just to keep their jobs under the current regime. There is a push to make the statistics look good at any cost. Grade changing is unethical, illegal and a disservice to our students. Back in the October 2009, I heard of a similar story at a DC City Council hearing in which a school counselor accused David Pinder, principal of McKinley Technology Senior High School of altering students transcripts. Other staff at McKinley also confirmed this story at the hearing. Later the Office of Inspector General became involved in this case and to my knowledge is still investigating.

I have to give 2 thumbs up to the DC teachers who decided not to look the other way and report these violations of grade tampering to the Office of the Inspector General. Here's to you !

"Some of the teachers at a DC public high school called the DC Office of the Inspector General (OIG) and reported they have failed students only to find the grades were changed by the school's administrative team later. The OIG called the principal yesterday and told her they want to conduct an investigation and see her books which is why she was seen crying by some of the staff. The bldg. rep. held a union meeting this morning and laid into the teachers who called the OIG rather than coming to her first so she could schedule a proper meeting between them and the principal. She basically called the teachers a 'bunch of cowards for going outside the building' by calling the OIG and she said thats why Chad Ferguson wants to fire the whole bunch of them!! Wow, what a way to boost morale, loyalty and support from the teachers!! Next the building rep said that the teachers cannot fail students based on poor attendance alone according to the DCMR. I know that the DCPS attendance policy states that if a students misses so many days of school they can fail a class.

Since I was not familiar with the DC Municipal Regulations, I did as you suggested and looked up the code for attendance in the DCMR and it says the same thing as DCPS attendance policy; that a student shall receive an F if they have 10 unexcused absences during an advisory and they shall receive an F for the course if they have 30 unexcused absences. There is nothing different between DCMR and DCPS attendance policy so I don't know why the building rep. would tell teachers that they cannot fail a student based on attendance alone when its in writing that they can!!

Besides, the teachers didn't just fail their students based on poor attendance alone; they failed them because they didn't do their class work, missed tests, quizzes, book reports, and did not turn in research projects. Even when given a work packet to make up for all the work they missed during the semester/school year many students still didn't complete it. The principal did not like this because it makes her graduation and promotion numbers look very bad. What ever happened to the Chancellor's standard for more rigor in the classroom? How is giving a work packet at the end of the class to a no-show student just as rigorous as attending school regularly and doing all the required work for a passing grade? Sounds like a double standard to me. If that's the case teachers should just pass students regardless of attendance, quality and accuracy of work if the principal is just going to change their grades from fail to pass anyway."

The World According To: Principal David Pinder Of DC's McKinley Senior High School


On October 16, 2009 there were parents, teachers and school staff who testified about the recent DC Public Schools layoff fiasco. What topped the list was the testimony by McKinley students, staff and parents about the infamous Principal David Pinder , new leader from Baltimore, Maryland. The October 16 council hearing was shown as recently as yesterday evening on DC television and also is available on the DC city council website. The council hearing set a record and lasted from 10:00 am on Friday and went until 4:00 am on Saturday. 

The top story according to RIF'd McKinley High School 12th grade counselor, Rhonda Robinson was her allegation that David Pinder created false transcripts of classes for certain McKinley High School students. Robinson reported that these students never took the classes that appeared on their transcripts and actually received high school credits and grades. Robinson shared with Chairman Vincent Gray that she has evidence of these acts by Principal Pinder and plans to submit proof to the city council chair.

Other acts reported by various students, staff and parents who testified before the council ranged from bribery of students and staff with money and other favors , failure to report drugs and guns on the school premises, an illegal audit, an OAG investigation, inappropriate behavior on the part of  the principal with McKinley SH students on Face Book social network, Pinder disinvited students to attend McKinley High School without cause, intentionally reduced the enrollment of the student population, illegally suspends students or threatens to suspend students without cause, fails to consult with Local School restructuring Team, targeted certain staff members for termination, made the school top heavy by hiring numerous administrators,  and discussed staff members in a derogatory manner in the presence of students, etc.

I strongly encourage you to look at the October 16 hearings if you live in DC. They are scheduled to appear on DC TV. If you do not live in DC go to the  DC Council website and click on watch live where you can view the October 16 hearing on scheduled dates. 

There were many horror stories from various credible sources of the atrocities that are occuring within our schools that are going unchecked . After listening and seeing some of the testimony first hand, I literally felt sick to my stomach and wondered what the DC City Council who has oversight management of school governance will ultimately do. It is obvious that this unchecked abuse of power that seems to be rampant in many schools can't help but have an adverse impact on our students, staff and community. 

If you are concerned about what is happening in our schools then encourage parents, community residents, labor representatives, RIF'd and terminated teachers, principals, vice principals, school staff, retired teachers, administrators and concerned others to show up on October 29, 2009 @ 10:00 am to the Wilson Building located at 1350 Pennsylvania Ave. NW. Chancellor Rhee will testify before the council on the DCPS budget, equalization and the controversial RIF (reduction in force) in what many believe was fabricated in order to rid the system of a significant share of our educational workforce particularly veteran teachers.

McKinley High Student Ike Challenges DC Teacher Layoffs



The highlight of the rally for respect was the speech given by a McKinley high school student known as Ike (pronounced EK) who was a co-leader in organizing the student protests against DC teacher layoffs. His speech was awesome as he encouraged the audience to resist the forces of tyranny. E.K. was articulate, self-confident and inspiring to what turned out to be a mostly adult crowd. The crowd at Freedom plaza let out a roar in response to E.K.'s  comments about the student meeting with the McKinley Tech. high school principal, David Pinder.

Profiles in Courage: Spingarn High Protests & McKinley High Sits-in Over DC Teacher Layoffs






Today I received text messages and emails about the protest at Spingarn high school. Spingarn high school students protested early this morning and walked the long track down to the Wilson building to meet with elected leaders. On the opposite side of town, McKinley Senior high students staged a 'sit-in' in Room 150 while Principal David Pinder lost control of his students for a third day in a row. I have posted an anonymous email that I received about the Spingarn protest as well as pictures of both demonstrations.

"Candi – I was at Spingarn this morning, along with Robert Brannum, Nathan Saunders and Rev Hagler. There were about 100 students demonstrating in front of the building. They were chanting Save our teachers,” “No teachers, no school” and “Fire Chancellor Rhee.” They were excited but orderly. They sometimes crept out onto the street, but moved back when asked. Whenever a car going by honked in support, the kids went nuts. Here’s what some of their signs said:

- Bring our teachers back

- Our education is on the line

- 50 plus has been good for us

- A senior this year, a DC voter next year

About 9:45, the students went down to Benning Road where they could be seen by more people. They walked down Benning Road until it turned into H Street where they headed straight towards the District Building. Students were escorted the entire way by numerous members of the DC metropolitan police force. While I left before the students went into the District building, I couldn't help but think what a wonderful testimony to DC teachers."
